That's funny how the English translation isn't quite right. It would sound better if it said "VIOLATORS WILL BE FINED." You don't ever see a sign in the US that says "those who violated will be fined."
Looks like they could make some money (I am not sure with the b&w but it looks like a few things could go into that trash can). This is a great b&w pic.
